Public Auctions for the Sale of Electricity Produced at TEŠ and the Purchase of Emission Allowances for the Operation of TEŠ
The company Borzen, through its Centre for RES/CHP support, was, in accordance with the third paragraph of Article 9 and the second paragraph of Article 36 of the Act on Transitional Financing of the Accelerated and Fair Exit from Coal (Official Gazette of the Republic of Slovenia, No. 109/2024, dated 20 December 2024), appointed to conduct the operational implementation of public auctions for the sale of electricity produced at the Šoštanj Thermal Power Plant (TEŠ) and the purchase of emission allowances required for its operation.
This ensures a transparent, impartial, and efficient process for selling electricity and purchasing the required number of emission allowances, thus enabling the uninterrupted operation of TEŠ in accordance with the aforementioned law.

In accordance with the general rules for public auctions, we publish the announcements for the next set of public auctions below:
Important dates for public auctions
- Auction date: 11. 12. 2025
- Deadline for submission of financial security for the seriousness of the bid: 9. 12. 2025 until 16:00 (validity of the guarantee for the seriousness of the bid must be until 31. 12. 2025)
- Date of the test auctions: 10. 12. 2025 from 11:00 to 11:30
- Deadline for auctions-related questions: 10. 12. 2025 until 12:00
Registered participants will receive confirmation of participation on 10. 12. 2025 until 11:00.
Important notice regarding the conduct of auctions and deadlines for successful auction participants
This time, the auctions for the sale of electricity and the purchase of CO2 coupons will take place simultaneously (on the same day at the same time).
Due to the approaching end of the year, successful participants will be subject to a shortened deadline for the return of signed contracts and deadline for submitting financial securities for the good performance of contractual obligations.
Conditions for Participation and Auction Registration
To participate in a specific public auction, companies must meet the following conditions:
1. Registration
Companies interested in participating must complete a one-time registration, which enables participation in all future auctions of the same type. Separate registrations are required for Electricity sale auctions, and Emission allowance purchase auctions. If the company meets the criteria, it may register for both types of auctions.
Registration requirements
- for electricity sale auctions:
- Membership in the Slovenian balance scheme, either as a balance group responsible party or a balance subgroup responsible party,
- A completed and signed registration form.
- for emission allowance purchase auctions:
- An extract from the business or court register (not older than 30 days),
- Full and active membership on one of the following exchanges: ICE Endex or EEX,
- A completed and signed registration form.
2. Financial Guarantee
To participate in a specific public auction, the registered company must submit a financial guarantee to secure the seriousness of the offer by the published deadline.
