Trading on the Platform for Balancing Energy is implemented through a platform for collecting purchase and sale bids for electricity through which the System Operator (ELES) buys and sells electricity intended for the settlement of imbalances in the electricity system. Trading on the platform for the balancing energy is carried out together with Intra-day trading, and further on, one hour/*half an hour after the closure of the Intra-day trading and until actual supply of the product. All companies included in the Balance Scheme of the electricity market and which acceded to trading on the Platform for the Balancing Energy and intra-day trading can participate in trading.

* It applies from 13 January 2026 for the delivery day of 14 January 2026.

Trading Schedule

Trading on the Platform for Balancing Energy is carried out 24 hours a day, seven days a week, and at most one day in advance. Trading with hourly, 15-minute, base-load and peak-load products is enabled.

15-minute, Hourly, Base-load and Peak-load Products

15-minute, hourly, base-load, and peak-load products are available for trading from 15:00 p.m. each day before the start of actual supply. Entry and concluding transactions with these products are possible up to the start of actual supply.

Implementation of Platform for Balancing Energy

In implementing the Platform for Balancing Energy, Borzen co-operates with the BSP SouthPool energy exchange, which offers a trading platform for the implementation of the Platform for balancing energy with all necessary functionalities.

Clearing and Financial Settlement of Transactions Concluded on the Platform for Balancing Energy

Clearing and Financial Settlement of claims and liabilities arising from the Platform for Balancing Energy is carried out by the Clearing Agent. Clearing Agent is liable for the fulfilment of financial liabilities for transactions concluded on the Platform for Balancing Energy in the scope of submitted and redeemable financial guarantees.

The announcement of public auctions for the sale of electricity produced by Šoštanj Thermal Power Plant and purchase of emission allowances for TEŠ

Pursuant to the third paragraph of Article 9 and the second paragraph of Article 36 of the Act on Transitional Financing of the Accelerated and Fair Exit from Coal (Official Gazette of the Republic of Slovenia, No. 109/2024 of 20.12.2024) and on the basis of the published rules of both public auctions, the auctions will be conducted by the Borzen Support Center.

Tuesday, 7.1.2025 , by 12:00 – The deadline to submit a complete application: The "Application for Auction" form, which is an integral part of the public auction, shall be submitted in writing by post to the address of the public auction organiser or via e-mail to the e-mail address avkcije@borzen.si, whereby the form must be signed with a qualified electronic signature. 

Tuesday, 7.1.2025, by 18:00. - Final information about conducting the auction

Wednesday,  8.1.2025 , until 11:00 – Presentation and testing of the EuroMarket platform

Subject of the Auction

The subject of the public auction is electricity generated in the period between 1.2.2025 and 31.12.2025. It is divided into two different products

  • band energy in the total amount of 30 MW (240,480 MWh), and 

  • diagram within which 9 lots will be available (for a total amount of 869,823 MWh).

Conditions for participation

Any legal or natural person who submits a complete application until the stipulated deadline, is on the day of the application for this public auction included in the balance scheme in the Republic of Slovenia as a balance group responsible party or balance sub-group responsible party and fulfils other conditions set out in this public auction may participate in the auction. 

Upon registration, the applicant is obliged to provide financial insureance for the seriousness of the bid in the form of a bank guarantee or a deposit in the amount of 5% of the value of the bids to be submitted at the auction.

Subject of the Auction 

The subject of the public auction is the purchase of emission allowances, which will be sold by bidders on the basis of predetermined auction rules. 

Details of the subject of the auction: 

  • Type of product: emission allowances valid during the fourth period of the European Trading Scheme (ETS), in a total indicative quantity of 1,110,000 EUAs to be delivered from 1 March 2025 to 31 January 2026, 

  • Method of transfer: Electronic transfer of emission allowances to the register of emission allowances, 

  • Payment: to be made after the transfer of the allowances has been carried out in accordance with the payment deadlines as stated in the draft of the Purchase Agreement.

Conditions for participation

The auction is open to any legal or natural person who submits a complete application until the stipulated deadline, holds a full and active membership on one of the following exchanges where products related to emission allowances are listed: ICE Endex (list of members: https://www.ice.com/endex/membership) or EEX (list of trading participants). In order to be eligible, participants must also meet other conditions set out in this public auction.   

Upon registration, the applicant is obliged to provide financial insurance for the seriousness of the bid in the form of a bank guarantee or a deposit in the amount of 5 % of the value of the bids that the participant intends to bid in the auction.
